    Abstract

    The Early Learning Outcomes Measure 2018 examines the relative effectiveness of different programmes that aim to improve the early learning outcomes of young children (three- to five-year-olds) from low-income backgrounds. Descriptive analyses were undertaken of five of these programmes. The study investigated their relative effectiveness, as well as the contribution of child, programme, and home factors to a change in the children’s ELOM performance over the course of the interventions. Children were assessed using the Early Learning Outcomes Measure (ELOM) from March to October 2018. Early Childhood Development practitioners were interviewed to gather data about the programme that may affect children’s early learning outcomes. Significant improvements in total ELOM scores were observed for all four programmes included in multi-level modelling, with the extent of change ranging from 13 to 20 ELOM standard score points.     Notes

    The 2018 data included a review of the ELOM Programme that uses the ELOM set of tools. ELOM measure includes both direct assessment of children's performance as well as an assessment of the child's social and emotional functioning and orientation to tasks. The ELOM Direct Assessment consists of 23 items measuring indicators of the child's early development in five domains:

    Fine Motor Coordination and Visual Motor Integration
    Emergent Numeracy and Mathematics
    Cognition and Executive Functioning
    Emergent Literacy and Language

    Data collection for the project was granted ethics approval by the Ethics Review Committee of the Faculty of Humanities at the University of Cape Town on 22 February 2018.
