The Survey of Employers and the Self-employed (SESE) is conducted by Statistics South Africa (StatsSA) using a sample from the Quarterly Labour Force Survey. The main aim of the SESE is:
• to collect data on micro- and small businesses in South Africa, their operation and access to services
• to collect income tax information on non-VAT paying businesses.
• to determine the contribution of these businesses to the economic growth of the country

The survey collected background data on small businesses and their operations, including their premises, the establishment of the business and start-up finance. Data was also collected on business production and the workforce, expenditure, capital and transport.

The survey covered non-VAT registered businesses in South Africa, most of which are in the informal sector.

There was no sampling frame on which to base weights and raising factors for small businesses in South Africa. As a result, the research design used for SESE was based on those developed for Francophone African countries to measure the extent of their informal sectors. The methodology used for such surveys is known as the '1-2-3 methodology', consisting of three stages. The first stage involved identifying small and micro-businesses through a household survey. In South Africa, the LFS is used for this purpose. The LFS is a twice-yearly household survey specifically designed to measure the labour market. It also provides insight into a variety of issues related to the labour market, including the level and pattern of unemployment and the industrial and occupational structure of the economy. The definition of such microbusinesses varies from country to country, depending on size, turnover and other criteria. In South Africa, the criterion of ownership of non-VAT-registered enterprises, i.e. an annual turnover of less than R300 000, was applied for our selection. The second stage involved interviewing the owners of these businesses, to determine the nature of their business and their contribution to the economy. In South Africa, SESE questionnaire was used for this purpose. The third phase involved asking consumers in households about their buying patterns from large, small and micro-businesses.
The questionnaire covered background data on the small business (from questions 4 to 17 of the questionnaire) and its business operations, including the premises, the establishment of the business and start-up finance (question 18 to 39). Data is also collected on production and the workforce (question 40 to 54), expenditure (question 55 to 56), business capital (question 57 to 61) and transport (question 62 to 63).

The household-based Labour Force Survey was used to identify non-VAT registered businesses to obtain a sample for the SESE 2005. This sample was re-interviewed in September, the same year for the SESE. In 2001 the SESE was conducted in March, immediatly after the LFS interview, or by appointment at a later date in the month.
