DataDrive2030 is a South African based social enterprise that supports the collection and use of high-quality data to drive improved child outcomes in the first 6 years of life. The suite of early year assessment tools used by DataDrive 2030 measures a range of developmental outcomes in young children and provides an indication of the quality of the early learning environment in home and programme settings. Tools are digitised and designed for affordable use at scale in all official South African languages, with built-in data quality assurance mechanisms. The merged ELOM and Thrive by Five Index 2016-2023 data merges data that was collected using the DataDrive2030 Early Learning Measurement (ELOM) tools - including the ELOM studies in 2016, 2018, and 2019 and other studies - and the Thrive by Five data collected in 2021.

The ELOM is a set of age-normed, standardised, population-based child assessment tools designed to determine whether children are developmentally on track for their age. The tools also establish whether an Early Childhood Development (ECD) programme is effective in preparing children for entry into school, and identify areas for programmatic improvement. The ELOM tool has been developed and validated in South Africa for children aged 4 - 6 years old and is currently available in nine official South African languages. The ELOM includes both direct assessment of children's performance as well as an assessment of the child's social and emotional functioning and orientation to tasks. The ELOM Direct Assessment consists of 23 items measuring indicators of the child's early development in five domains, including:

Fine Motor Coordination and Visual Motor Integration
Emergent Numeracy and Mathematics
Cognition and Executive Functioning
Emergent Literacy and Language
The ELOM includes data on the child's school (school setting (province, rural/urban, traditional), school quintile, and school name) and on the child (age, home language, height, and ELOM child performance scores).
The assessment was undertaken in schools in the Western Cape, KwaZulu Natal, Eastern Cape, and North West Provinces of South Africa.
The lowest level of geographic aggregation in the data is district municipality.
The assessment focused on children between the ages of 49-69 months in the selected schools.

A similar set of data was collected by Innovation Edge for the standardisation of the ELOM in 2016 https://doi.org/10.25828/m8hh-t883. However, it is not advised to compare results from this dataset with later rounds of the data. The 2016 sample has no Grade R exposure.
