Enterprise/Establishment Census
From May to June 2000, the South African National Department of Education undertook a nationwide audit of Early Childhood Development (ECD) establishments in South Africa. The project collected data on aspects of ECD provisioning from 23,482 sites which employed 54,503 educators and provided services to 1,030,473 learners.

Version 1 of this dataset was deposited with DataFirst in 2015.
Version 1.1 of the data was converted from a Microsoft Access database.
Version 1.2 Variable and value labels were added and data anonymised for sharing.
Data collected on ECD facilities includes registration of the facility, the geographical location of the site, basic infrastructure (access to roads, electricity, toilets, water) and special equipment. Other facility level data collected includes the financial base of the site, the nature of the site (school-based, home-based or community based), its sustainability (how long it has been operating), its operating hours, and key aspects of the educational activities at the site. At the educator level, the audit collected data on all educators at the site, including their age, gender, race, highest school grade, highest qualification, teaching experience, and monthly salary. Data was also gathered on learners at each site, including the total number of learners disaggregated by age group, race, and gender. Data was also captured on the number of learners with disabilities and the nature of such disabilities.
The survey had national coverage.
The lowest level of geographic aggregation of the data is province.
The universe of the study included Early Childhood Development facilities, and educators and learners at these sites.

For the purposes of the audit, an ECD site was defined as any public or private, formal or informal ECD location wherein educare is offered to groups of six or more learners. Existing databases within the Departments of Education, Health and Welfare, as well as those of training institutions (including those identified during the postal survey) were accessed. NGOs, CBOs, funding organisations and any other possible sources of site information were also asked to submit site lists to the NDE. An initial unverified list of 30,101 sites was compiled using agencies in the nine provinces. Of these, 4,673 were subsequently deleted by the provincial agencies as being duplicates, non-existent or closed, resulting in a revised total of 25,428 sites. Site data was ultimately collected on 23,482 sites (92%).
