Sampling Procedure
The frame for the HIES 2002-2003 consisted of 4,114 Enumeration Areas (EAs) which was the total number delineated for the 2001 Population and Housing Census after excluding 38 EA's of the Central Kgalagadi Game Reserve (CKGR), and Institutions. The level of stratification was (i) Cities/Towns, (ii) Urban Villages, and (iii) Rural Areas. A stratified two-stage probability sample design was used for the selection of the sample. At the first stage 288 EAs were selected with probability proportional to size (PPS), while at the second stage of sampling, 6,290 households were systematically selected from a fresh list of households prepared at the beginning of the survey's fieldwork (i.e. listing of households for the selected EAs).
Response Rate
The Household Income and Expenditure Survey 2002-2003 enumerated 6,053 households out of 6290 selected households, resulting in a response rate of 96 percent.
